One Baby Rule?

The recent magnitude 8 earthquake in China have broken billions of lives. So many parents lost their only child when schools collapse during the quake. You know that the children that have died were the only child because of the one child law in China as a way to control the population. But the government has granted exceptions to couples who have lost their child in the quake to allow them to have another child. But what about for couples who are too old to have another child? The situation is simply tragic and heart breaking all around.
